Help Passing Virginia Emissions Inspection
I have a 1993 Integra LS 3 door with a manual transmission. It has almost 192,000 miles and is 100% stock. I took it in to get the Vehicle Emissions Inspection on 01/04/05 and failed the NO ppm. At 15 MPH the limit is 907 and my reading was 1491 and at 25 MPH the limit is 820 and my reading was 1400. Everything else passed.
After doing some reading on honda-tech I decided I would retard the timing to try and get the NO ppm down. I also got some of that "Guaranteed To Pass" stuff and ran it through a tank of gas.
I got it inspected again on 01/14/05. Again, it failed, but looked much better. This time the reading at 15 MPH was 1020 and at 25 MPH was 876.
The guy doing the inspection told me that I should replace the O2 Sensor. So I replaced the O2 Sensor. I then got it inspected again on 01/21/05. This time it got a little worse. The reading at 15 MPH was 1043 and at 25 MPH was 894.
I am running out of ideas here. The CAT is less than 50,000 miles old. The spark plugs, plug wires, distributor, rotor, igniter, and ignition coil have all been replaced in the last year. I have a brand new air filter and breather filter. The thermostat was replace less than 6 months ago. The oil is about 1500 miles old. I change it every 5000 miles and use Mobil One 10W30 with Purolator Pure One Oil Filter. I have been putting 93 Octane Gas from Exxon or Texaco in the car for as long as I can remember.
Any help would be greatly appreciated. I am trying to avoid having to take the car to a "DEQ Certified Emissions Repair Facility."

WTF! Since when did VA start doing emissions? I am from Southern VA and never heard of emissions testing until I got to CA!
Only one way to pass with a car like that... New Catalytic converter... or run straight alcohol, it burns alot cleaner. Just remember to put in regular gas immediately afterward, dont drive around with alcohol you will destroy your sensors.

it seems weird that you are getting readings so high considering all the replacements you've done. just curious, what brand cat are you running, is your header/exhaust modified at all?

Header is the stock exhaust manifold. Both the Exhaust and CAT were put on at meineke so they are nothing fancy. Just replacements of the factory parts.

My last Emissions Inspection was on the safe CAT and it passed with flying colors. Is there anyway for me to test the CAT? The guy at the inspection station did not think it was the CAT because from his experience the ppm would be a lot higher if the CAT was bad.

I would craw under the car and see if it is an OEM cat. I bet you will find out it is not. I would also look into a "top end cleaner". I know at my shop we use a 3 part system made by BG oils. That seems to help the car that will not pass emissions. Try to get the cat REALLY hot (let the car sit at 5K rpm for 10 min).
I can't think of anything else.. O see if anyone will do a pre-inspection test. you will be able to see if you will pass before they actually run the test.
