mounting plates question

the bolts have rusted to the max that they are twistable but they wont come out. my teacher wants me to just saw it off and put some new ones in but i cant even get the bolts to come out a bit. i want to avoid scratching up my front bumper but at the same time i dont want to have to take the whole bumper off or anything. any tips on how easier ways to get these bolts off? we've been getting some 30- celcius weather lately too so a quick way to take them off would be nice!
Take the front bumper off the car, so you can look at whats wrong on the back side. Its really easy to do:
5 screws up top
2 bolts underneath
1 screw on each fender (inside the wheel well)
5 screws up top
2 bolts underneath
1 screw on each fender (inside the wheel well)
