In order:
1) fix anything that is old and/or broken
2) don't drive like a jackass
3) determine what your car and suspension are doing under various conditions
4) repeat step 3 while remembering step 2 until you're sure it's not just the loose screw behind the steering wheel causing the problem
5) armed with the info in 4, read about how springs, dampers, sway bars, etc. contribute to the way the car handles and what (if anything) can be controlled by you or new equipment or both
6) buy only what you need (which might be nothing at all...bravo)
7) repeat step 3 while remembering step 2
8) repeat step 1

For street, start with swaybars. If you want stiffer than 18mm rear sway, first you have to upgrade the springs. I put GSR front and rear sways onto my DX Civic. Then I went with coilovers, then I went to a stiffer aftermarket rear sway.

Swaybars arent going to do anything if he has busted *** shocks.
