Headlight Clear coat seems to be pealing off??

Headlight Clear coat seems to be pealing off??
I took my JDM headlights apart to wash them up while the car is away for the winter and I just used simple green and warm water to wash them. I accidently forgot about one of the lenses soaking in the water and it seems now some of the "clear coat" I guess you could say is chipping off. How do I corecct this? can I save the headlight?
