Sounds to me like you have a problem with the switch controlling the fan.
Did you flush the cooling system well? Did u bleed ALL of the air out of the cooling system? Does your thermostat work ok. Is the thermostat installed in the right direction? Thermostats are directional. one installed backwards will not work.
With a cold engine the upper rad hose should remain cool to the touch until the temperature of the engine reaches the open setpoint of the thermostat. When the thermostat opens the upper rad hose becomes hot because hot engine coolant now flows to the radiator. A bad thermostat that does not open will overheat your engine. As well, a thermostat that doesn't open will not allow heat to the fan switch and turn on the fan.
The fan runs when you shut your car off because heat from the engine eventually radiates to the fan switch thru the engine and hoses and stuff.
With the engine cold remove the upper rad house ( you won't lose much coolant, this is the upper rad hose) and check or replace the thermostat.

Hey, Thank you for your help. I just changed the thermostat and the car is not overheating anymore.
It looks like the fans never work because the thermoswitch next to the thermostat never reach a high temperature. but now they are working perfect.
Thanks again, and have a wonderful life.
