Have a D16Y8. Can the crank oil seal be pulled and replaced without pulling the pump.......as in preventative maintenance along with timing belt change etc.

Nvm, I assume you meant pump side, as you didnt want to remove it.
Here are the directions from Helms, as part of oil pump service:
15. Remove the old oil seal from the oil pump.
16. Using the special tool ( Tool #: 07746-0010400 - Attachment, 52x55mm ), gently tap in the new oil seal until the driver bottoms against the pump.
NOTE: The oil seal alone can be replaced without removing the oil pump.
So essentially pull the old one out, tap the new one in flush with the lip of the pump, and your done.

Thanks ...except steps 15. & 16. are used (shown) with the pumpcase off the block.
I'm guessing the oil seal can be pulled with a seal puller or screws and the new seal seated back in with a long sleeve thats just the right diameter for the seal and reach / slip over over the crank-end.
Or will Tool #: 07746-0010400 fit over the crank ?

Where do they sell tools listed in the Helms manual by these part numbers?

You can always buy the tools shown in the Helms manual at the dealership - after all, the Helms IS the factory service manual they use at the shop.
As for the front main seal - yes, it can replaced without pulling the pump. I had one distort on my D16Y7.
