EEEE EEe EEEE sound...help

can someone tell me why my car makes this sound when i start it up when the engines cold. it also makes that sound when i drive in the rain and drive through a puddle. thanks

your belts are slipping, check the tension on your belts. More specifically, check the tension in your power steering and your alternator belts, then search on how to tighten your belts.

its making that sound because moisture is getting to the belts

i have no power steering belt. i have a wobbly pully. but getting it fix sometime this month. i think it might be moisture. would i still have to tighten the alternator belt?
