of course, if you mean if the car is making 300hp on the motor + the 300hp turbo..turbo's ratings are for horsepower OVER the engine's power level not WITH the engines level.

so when they say a turbo is good for up to 300 hp, do they mean 300 hp above say a stock 160 hp honda?

That's not true at all. If the engines air requiresments outdo the turbo's compressor map flow its just gonna be pushing hotter air into the engine. Efficiency will be in the tank and the car won't make more hp, especially not 300 more. Example, put a 14b on a new firebird and see what happens....

i should have been more clear, you will not always see the MAX hp that a turbo is intended to put out over stock, there are way too many variables, this number is always a ballpark figure. and you have to look at what the turbos application is when you buy them, say a company advertising a 300hp turbo on a sport compact site is going to be different than a 300hp turbo on a viper site.

Absolutely wrong.

The compressor is just an air pump like your engine. Put a small air pump in front of one capable of just as much flow and you really don't increase the volume(sorry that's so simplistic, but it's almost the case here).

What you'd get is the engine would most likely spool the relatively small turbo up VERY soon, so you'd get more low end torque, but the turbo would choke up high and you'd basically have a flat HP line for most the rev range(depending on compressor efficiency and engine volumetric efficiency). It will probably make a bit more power over the stock 300hp by really pushing the compressor hard, but it won't make much more.
