Good mods for 92 LX accord??

Have a friend that doesn't really know alot about cars but after hanging out with a couple of us he has decided that he would like to upgrade it's performance a little. Me and a good buddy are kind of making it our little project. Our goal is to get it into the high 15's, as in 15.999999. He wants to stay pretty cheap so this is what I've come up with.
K&N air filter
Remove PS belt.
Remove spare tire.
Switch to the EX (I think) intake manifold.
Cheap set of headers maybe Kamikaze or something like that.
Exhaust.
I would just like an idea of what it takes to get a 5 speed LX into the high 15's low 16's and what kind of products you guys are using. Any websites with accord parts would be useful as well.

Well get free horsepower where he can, lighten it up a bit as well.
Is it a coupe or sedan? You can probably get away w/ taking out the backseat, as well as, the passenger seat. (track only of course)
I'm sure he can get an inexpensive(custom) cold air setup.
Free flowing exhaust, the better it can breathe, the better it's going to run.
I would just tell him to practice his launch, there are many factors that go into a 1/4 mile time, Reaction time, 60ft, 1/8, 1/4.
Maybe go on a windy day, hopeffully it'll be in the direction going down the track, tell him to put up a sail, that might get him there

you will have to do like i did with my kamize and exhaust, you must delete that stock o2 sensor housing, or you will not get anywhere

So what I would suggest is CAI, Headers, Test Pipe, Exhaust. That should get low 16's, and the weight reductions, maybe high 15's.
