A-should i make him pay for it

C

Your car, your problem. Unless he offers you some type of warranty that's what you get in p2p sales rather than b2p.

Honda may be wrong tho. Sometimes, putting a fresh head on an old bottom end will actually do more harm. Re sealing the top end like that, especially with a built head, may have cause the bottom end to fail.

When does it burn oil?
all the time, initial start up, under load, engine braking, etc?

make him pay they did a swap and should have replaced the seals when they did it because its common sense to put new seals on a used head cause you dont know the history

Wha'ts the big deal about valve seals anyway? Replace them yourself and be happy.
