Yes, I did check fuses. Indeed, something must have gotten wet after going through the puddle. Could something getting wet cause the shortage of something? IE: Main Relay?

The main relay is under the dash near the fusebox. What's more likely is the main box near the battery. It's still possible that the main relay went, and it just happened to be when you went through the puddle, but that doesn't explain the fan not working.

I'm hoping it's the main relay if anything. My fan is directly spliced into one of the wires on my driver's side engine wiring harness, which receives power when the key is turned to the "ON" position.

When I attempted to jump it by using a wire to connect the two terminals together, my CEL would not blink when I turned the key.

im pretty sure its your relays because the same problem happen to my homie when he did his motor swap. his motor cranked and all powers work but he had a gutted interior, so you kan hear the fuel pump tryin to turn on but it wouldnt. he later went to the junk yard to get sum relays. in the end he was happy with his new motor
Luserkid was correct. There's no diagram on the fuse cover indicating a fuel pump fuse, which was exactly what happened. The first thing I checked was the fuse and it was blown. Replaced it and it worked fine. I still don't get why they didn't lable a fuel pump fuse on the fuse cover..
