What is the regular redline on a usdm type r andf what can i rev with my milled head and crower valve springs and retainers?

I'm sorry but gravity wouldn't allow it much past 125mph.

Ehh...Im pretty sure that the only thing gravity is doing is keeping the car stuck to the ground. Wind resistance and POWER is what keep the ITR limited. 200hp can only go so far.
As for the topic at hand, you will want to shift as soon as your powerband starts to fall. For a stock USDM ITR, this usually occurs around 8100-8300rpms, of course that doesn't mean it CAN'T go higher, which is why the motor has fuel cut at ~8500rpms. If you have aftermarket cams that can potentially raise where peak power occurs, a dyno is the only real way to determine when to shift.
Dont forget that your valvetrain plays a key role in how high in the RPM's you should go. Valve float can happen after 8900 or so with stock or similar cams and stock valvetrain. Some aftermarket springs/retainers allow trips to 10k or more, but odds are you aren't making power up there, so there is no point, all you do is risk seroius damage to the motor.
Just because you CAN revv high, doesn't mean you SHOULD.
