Default brake rotor has groves in it, pad is dragging?

i was hearing a sort of grinding noise while brakeing at lower speeds, so i look at the rear passenger side and the rotor has grooves in it, the pad seems kind of rusted too, like it hasnt moved for a while, think the caliper is siezed or somethin? im gona have a closer look on the weekend when i got work off.
