Default Battery Trouble??? My car is dead & a jump didn't help...

1995 Accord

It's pouring rain, and the battery is dead. Jumping it didn't help. While giving it a jump, the lights started to work, but that's all. The car wouldn't even to attempt to turn over. I have an engine cut-off switch on the car and I'm concerned that possibly the battery is preventing the alarm from being turned off (I punch in a code once the key is in the on position).

Bought a new battery, and replaced altinator belt 5 months ago. The altinator was checked, and I was told that it was fine.

I mentioned that it was raining because it was suggested to me that the water may have caused the problem...

Any ideas?

HELP!

start with replacing the battery with a known good one. just because its new doesnt mean its good. then have a charging system test done.
