Idle questions, theories...

I posted about high idle before, and now that I got my car out of storage, its acting a bit odd... AGAIN. After driving for awhile around 45-50 mph, if I sit at a light it'll be aound 1300-1400. Heres the weird thing, if I turn it off, and turn it back on, right away it'll go down to 700-800. Because it goes down right away, I figure it can't be a vaccum or something, otherwise wouldn't it stay at 1300? My theory is the ecu is compensating or something for the cold weather (11 degrees F here) while the car is sustained higher speeds, then when you restart it its just sitting there and acting normal. But I don't know a lot about something, I know a little about everything..
Someone mentioned R's idling a bit high in the cold. It was a year since I've driven in the cold, and I can't remember. So. Does anyone have any ideas on this?

PCV valve?
sounds out of the norm, but i swapped a motor into my ex girlsfriends car and it idled funny. Try doing this, then get back to me on it: does the crankcase ventilator (nipple on valvecover that has a hose connecting to the intake) suck in hard? if it does, then its the PCV valve.
