compression and leak down test would be my first suggestion.

I don't understand if he was having problems why he would just "throw in" those mods without trying to fix what was wrong with it in the first place.

I know he took the car and they tinkered with it but maybe get a second opinion there is no reason someone shouldn't be able to pin point the problem.

You should be putting down a lot more than that. I have the identical setup and I put down 195hp 126tq with the stock ECU and both cam gears set at 0.
