Questions about solo II stock class rules. Need someone knowledgeable
I have a 2000 Civic Dx hatch, I will list my item specific questions under the stated rule in question.
As a rough guide, if your car has modifications beyond this list it is not eligible for Stock Category:
Anything available on the exact model and year of your car as standard or optional equipment, as installed on the factory assembly line (nothing available only dealer-installed is allowed), plus
Standard OEM identical replacement parts
Can I run Stock Civic SI front and rear sway bars? Rear disc Brake conversion?
Any wheel of diameter and width identical to a stock or factory optional wheel, offset within +- 0.25 inch
16" SI wheels?
Any shock absorber of the same type and mounting as original; no change to standard spring mountings is allowed; suspension geometry may not be altered; gas or hydraulic shocks are permitted
So I must leave stock springs, but I could replace with Koni Yellows? How about replacement Upper control arms and rear upper links with Camber adjust capabilitys?
Any brake linings; pre-1992 cars may use solid/braided metal brake lines.
I can run braided lines?
Any front anti-roll bar (no change to stock/optional rear anti-roll bar, if present)
Once again, some hatches came with factory front, but can I add SI front and rear?
Manufacturer specified ignition settings only
No MSD wires or Ignition booster?
Any replacement air filter element (or removal of air filter element); no plumbing changes.
So no Cold air, but drop in K&N?
Replacement of any part of the exhaust system past the catalytic converter (if quiet)
I already have Brullen 2.25" cat-back, not unreasonably loud.
Any oil filter
Oil Cooler? Filter re-locator?
Added clutch scattershield
Can I put in an aftermarket flywheel and or Clutch?

No on the rear, only Civic Dx stuff allowed. You could use the Si front bar, if you wanted to. Can't change the brakes at all, except for the pads & shoes.

The relevant question is did the Civic Dx come with them. Different trim levels are treated as different cars.

No for all j00r questions except drop in air filter, koni yellow shocks, a different front sway bar, and ignition wires.

I seriously doubt an oil filter relocator will be protested at the local level. It's very likely illegal... but I've never seen/run across it before. It's sorta like "speed bleeders", just a maintenance helper.

The only OEM Honda 4x100mm wheels I know of in 16" are the 7th-gen Civic Factory Performance package wheels.

Let me introduce you to the most important rule in autocross, rule 13.1
"If a modification is not specifically authorized in this or previous sections of these Rules it is not allowed. It is not permitted it use illegal parts even if they are set to stock specifications"
To paraphrase:
If it doesn't say you can, then you can NOT
