If you want to save yourself from being raped on overseas shipping, you could just buy the fog light/wiring from the UKDM bumper and install it onto your 98 dc bumper 
Beside don't you think a U.S. rear plate would look a little off on a UKDM rear bumper?

It is a worthwhile safety feature, if you see poor weather from time to time. Just make sure to put it on the proper (driver's) side.

Yeah, you need this for LHD.
UK is the only country in Europe with RHD, so Austrian Type-R can probably get you the one you need.
