Positive and Negative Offset???

Positive and Negative Offset???
How exactly does this work. I thought if you have a positive offset and then changed it to an even bigger positive offset the rims would sit farther out on the car causing more chance of rubbing on the wheel well.. Am I right or is it the other way around....
