D16Y8 block, D16A6 head?

Default D16Y8 block, D16A6 head?

Do I have to add in a oil restrictor to do this since the A6 has it in the block and the Y8 has it in the head? How would I do this?

Yes. Add it to the block just like the A6 has it.

I dont want VTEC, but I needed the dipstick to the side of the engine.
