I don't know about other states but in CA the process is easy. If you bought the car from the auction: pay the taxes, register with DMV, "smog, lamp, & brake check" (about $70 depending on location), lastly if it's a civic, prelude, integra, etc., they will most likely send you to CHP to check if any of your parts are stolen. If they do send you to CHP (DMV would give you the number) you schedule an appointment, bring your car in they check it out for an hour or so and give it back. Last stop is DMV to get your plates. (I've had several cars that I bought, fixed, painted, smoged, CHP inspection all with in two weeks.)
If you're buying a registered salvage car from some one, it's just like buying any other car.
