'91 CRX Si startup troubles

Been having this weird problem the last little while.
It started this past summer. When it would rain overnight, I try to start the car next day and it will not start. The engine turns and all, but that's about it.
Fast forward to winter now. Before, I didn't need to plug it in if it wasn't too cold(-15C or warmer). I started the car up yesterday, no problems and it was a little chilly as well. Went to start it up this morning, same problem again. Engine turns, but won't start up. It warmed up this morning, so the snow was melting and I had a bit of snow on my hood yesterday.
Anyone know? I'm a newbie when it comes to engine knowledge, so hopefully someone here can help me out. What could be causing this? Water buildup inside the engine compartment? Faulty cap/rotor?

You could have water/excess moisture getting in under your distributor cap. I had the same problem here in Monsoon land (Florida) and it stopped after I fixed one of the grommets that had been sitting a little out of the cap.
