Painting plastic bumpers
I think that you add some type of flex agent to the paint mix. I could be wrong.
I have seen many kits that peel and other ****. Make sure that you go with someone that knows how to paint well.

You can get a product called "bulldog" that is a flex agent and adhesion promotor. It is sprayed on right before you lay down your base coat. Otherwise, you can get flex agent additives for your base coats.
bumber chip because of improper prepping. If it RAW PLASTIC, you'll need to wipe it down with some Plastic Prep(dupont product). But more than likely it wont be. But you'll need to scuff it up really good with some scuff pads.Make sure to get all the cracks & nibs, thats where it'll start chipping first, unless you get rock chips etc... Like everyone else said, you can get a flex additive in your base & clear coat.
thats if you're spraying it out of a gun, i'm not sure if you can get it in a spray can and only if you're local automotive paint dis. can put paint in a can(which i think they could do that for you). most of these things you can get through your local automotive paint shop.
