daytime running light

Default daytime running light

am wondering if anyone here would know how to make the high beam not as bright as they should be? Kinda like those Toyotas with DRL when the high beam isn't turn on.

I know people had been using the bumper light as fog lights and stuff but it's just not bright enough where people can actually see it during daytime.

Any help would be greatly appericated.
