90 Lx not starting

Here's the situation:
My dad just called me and said that his 90 accord LX isn't starting. For the past week the battery had been failing and then last night it finally died. My dad buys a new battery today and installs it. Car cranks but still does not start.
So far my dad has checked the battery terminals, both ends of the battery cables to make sure they were tight, fuses (icluding ignition fusible link), Cap and rotor, and even went out and bought a new ECU. He is not getting any spark.
I think it's the coil inside the distributor, but I'm not sure and I don't want to tell my dad to go buy a $180 part that he doesn't need.
Has anyone had this happen or know what's wrong?
PS - it's 30 degrees where he's at, I'm pretty sure the main relay has nothing to do with this.

lol, it's my dad, what do you expect?
Anyways, yeah, he went out and got a new ecu. **** still isn't starting. It's not the ignition harness, it tries to start.
didn't your coil go out in your dizzy before?

Naw, Craig called it my ignitor. But that was when it was cutting out going up hills.
