What does he do with his car? Commute? Autocross? Driving schools?
Some new racing brakes would be good if he did driving schools. Carbotech XP8 or Cobalt Spec VR if he's serious about it. Right in your price range (but a bit disposable, not very glamorous gift).
Racing shoes are in that price range. A helmet might be too much and he should really try it on.
Tools always rock! Does he have a nice floor jack?
Oh and search the archives...

What kind of racing shoes?

Nope:: Autocross is a form of racing, where it's you against the clock, going around a track made out of cones. Fun, competitive, safe. Cheap (usually $30-ish) and you can borrow a helmet usually from the club organizing it.

HPDE (High Performance Drivers Education) is a school-type environment where your husband would get a few hours of on-track time with an instructor and usually some classroom sessions.
That would be a GREAT gift, sign him up for one of those, but they're often $200-$250, including club membership. Whereabout are you located?
OOOH Sign him up for the Integra Type R Expo 5!
Driving school and general jackassery!!! Perfect gift!

I think that the best way is that you ask him what he needs for his R and then he buys it.. the reason is that you would never know what he really has in mind..
My ex,last year, bought me a Honda key chain that i really don't like! i pretended that i like it but she would kill me if she knew that i hate it....
so.. think about it well before spending money
