Default dpfi question, while cranking should I get any gas in the fuel return line?

I just installed this motor and its not starting but it is cranking. So first I'm checking for fuel. I'm do not see any fuel in the fuel return line, its bone dry. my spark plugs dont smell like fuel but they are wet (i put oil in the cylinders since the motor had been sitting for a while).

While cranking should I get any gas in the fuel return line?

I'm about to unbolt the line that send fuel to the intake manifold. I think I did do is I used two of the same type of bango bolts to hold the fuel filter hoses on, on a stock honda they use two different types.. that also could be a problem i guess.
