i would do that but without the resin. i would use bondo. they have bondo that is specificly made for urethane or plastic bumpers. dont use regular bondo cuz it wont stick.

Hey, smart guy!!! The bumper on the front of a 2000 DC2 is not metal, therefore welding will not work. You need to use fiberglass and then sand it down.

Rough it up with some low grit sandpaper.
The rough surface makes the resin soaked fiberglass stick better.
Bondo shrinks. After a few month there will be two dimples in the bumper. If the bondo doesn't let go and fall ouut completly.

how the **** do you get fiber glass to stick to ABS plastic?? bondo won't even adhere to ABS plastic.. ohh man this is why i love honda-tech (no directed toward you) a bunch of know it all's..
now since its your bumper, and its OEM ABS plastic, the only thing that will stick to it is Epoxy.. now you could just expoy the holes let them dry and sand it out.. but if your baking the bumper after paint like you should you want to back the holes from inside the bumper with another piece of plastic and apoxy around it to mount it from moving.. this way when the epoxy heats up under the paint it wont push out or rise causing two little baybe cirlces that stick out..
fiber glass can be used on metal, but not urethane or abs plastic.. Fiber-Tex is a type of Bondo with fiber glass strans and hairs for extra strength in it. It is the really good bondo, its usually green instead of white or pink..
