make a a round about car...
pick a nice kit and some nice wheels, swap the motor for a h22 for some added power, get some nice REAL coilovers to make it ride nice and handle a lil better, get a nice system, some big brakes, strut bars, sway bars, seats and harnesses

For an accord, i'd probably do this:
Get a nice lip kit instead of a kit, to accent the body lines and not slap something on that doesnt match.
Get some lightweight wheels that look good. It's funny how people slap 18" chrome wheels on their car and they wonder why they slowed down. I'd stick with 16 or 17" max if youre looking for style. If you want performance, i'd go with stock size.
Basic suspension mods that will give you the best results:
Lower the car. I'd stay away from anything more than 2 inches. Upgrade the shocks with KYB AGXs, Konis, or Tokicos. Then get a front strut and rear sway bar, perhaps from ST. And since your car is 10 years old, get some Energy or similar brand bushings. Replace your bushings and perhaps even your motor mounts. The car will feel much tighter and you'll be in more control with just the basic bushings because your car's rubber is worn out.
Brakes: you don't need to upgrade brake size unless youre planning FI or a powerful swap. Get Brembo OEM rotors, new performance pads, and a stainless steel brake line kit for better pedal feel.
Engine: Decide now what you want to do. You can put on the basic bolt ons (from the Basic Guide to Accords), or plan to go for turbo or nitrous. If you make up your mind now you won't waste any money. If you want an exhaust, look for a custom made setup from someone local or KTeller. You'll save a lot of money that way. You can take the resonator out of you air intake for free and get a few ponies out of it.
HIDs: they're iffy. Most stock headlights are poor performers. I would look into retrofitting your car with some OEM projectors, since many aftermarket kits are of poor quality.
Interior: Figure out what you want. Several things are important: 1) Race seats were'nt designed for airbag safety. The differences between stock seats and race seats may compromise the safety of your airbags. 2) Steering wheels without airbags are installed at your own risk. 3) Interior neons are distracting and illegal during driving. Same on exterior.
Maybe some carbon fiber or wood trim for your car based on your taste, a nice shift **** and short throw shifter, and at least upgrade your factory speakers and cd player. Go to http://www.crutchfield.com and plug your car in and look for what you like. I'd order it from there since it comes from them with all the parts to do it yourself, but some people are cheap and others are afraid to do it themselves so it's up to you. If you really want, get a subwoofer. Get it done professionally and make sure to use Dynamat or some such to keep your trunk from rattling like crazy.
