just need to confirm that is it required to drill holes in order to install the mugen strut bar (front)?
I just realize that there's no connection points / holes for the mugen front strut bar in my ej .
furthermore... what size of bolt are needed?

yes you will need to drill holes unless you have a 93 or lower civic or and ex with a front strut bar already.
