Default Is this a good deal/reliable car? Gimme your opinions

My EK got stolen over a month ago and I've finally gotten my insurance check, I'll be buying a car this week and was thinking about this hatch it's located near me. Here's the info:

Engine
95 LS block rebuilt 30K ago by previous owner. All stock besides shot peened rods
97 LS head
550cc injectors
Apexi AFC-II
Centerforce dual friction clutch (2K miles)
B16 tranny (close ratio gearing)
Turbo
- custom exhaust manifold (schedule 10 ss tubing)
- mitsubishi 16g turbocharger 10psi
- small front mount IC painted black for stealth look
- 2.5" exhaust all the way back
- upgraded axles

Wheels/Suspension
stock Integra webs
2 brand new Nitto 450 (never mounted)
4 Kumho OK condition (mounted)
camber kit
springs (unknown brand)

Exterior
all stock
frost white

Interior
black
gsr front leather seats
no rips at all
gsr dash, center consoles will be included but not installed

The good
Car runs and drives great!! Last time at dragstrip I went 13.4@ 109. It was very traction limited. Spun out all 1st and 2nd. Definetly a 12sec car with the right driver and some slicks. I hit full boost right at 3K rpms. This car will really surprise people with it's all stock look. Exhaust is mild and isn't loud at all, good for sneaking up on people. Dyno'd at 225whp and 215wt. Very good torque numbers.

The bad
-idles at 1500rpms (haven't had time to fix but should be very easy)
-oil leak at oil pain where turbo oil dump goes in. Easy fix, but again no time
-small pinhole leak at exhaust manifold. Just needs a small mig weld
-major dents in front fenders. I will include 2 brand new fenders which I intended to install and repaint the whole car. This is at least a $150 value
-speedometer does not work. Speed sensor on tranny needs changed

Post up what you guys think! I've talked to the guy and if all goes well I will be driving down there this week he has been holding hatch for me.

4k he better have papers
No papers, if a cop pulls you over, your car can get disowned if in fact it is stolen property
