Default Starter stuck on flywheel

ok i just have a quick question , on my lsvtec crx that i just picked up not running cause either the tranny or flywheel is messed up. I was trying to get it to turn over so i put a fresh batterie in and every time i try to turn the ignition the starter solinoid wont even click i was thinking that the starter is stuck engaged to the flywheel but i thought it would still click over? is this true or would it not even make any sound at all?

that clicking noise is the starter gear teeth pushing out to get to the flywheel teeth, then after it does that then it spins the flywheel.

im pretty sure the starter is not stuck on the flywheel cause that seems kinda weird

but usually when the starter is bad or somthin then it just spins without popping out to engage with the flywheel
