Gsr head on b16 block..what the head torque specs are for step one and step two.

I'd use the GS-R specs, as those are the bolts you're using.

Step 1: 22
Step 2: 63

you need to use b16 head bolts
the gsr head bolts will be too long

torque them to B16 specifications

Yeah I learned this lesson the hard way,I was ignorant enough too use gsr head bolts on my 00 si and I couldnt figure out why it kept over heating.needless too say my head ended up being warped and it sucked

yeah that sucks... I noticed anti freeze from the front befor i even started it.
