FLAPPING NOISE

I had someone install new brake pads on my car and now im hearing some type of flapping noise when I roll....the noise is coming from the front passenger side tire......what the hell is it?

didnt start until after i put on the pads.....took off tire and put it back on again.....still same thing......tire isnt rubbing against anything either.....to my knowledge?

The only thing i can think of thats making the flapping noise is probably that you didnt put the splashguard on tight and so when your rolling and pick up speed it flaps louder and faster the faster you roll, thats just my guess
