what is the base version? how is it different then what i would buy brand new?

 

There is no difference from when it's brand new. It doesn't have datalogging/full throttle launch/full throttle shift, etc etc.

 

does this hondata have boost option?

No, it does not. But it can be purchased by hondata for 200 dollars.
