Default obd1 in 90 civic speedometer

I was told when i go to obd1 for my ls vetc a sensor goes where the speedo goes. If so how do i get the speedo to work?

No, even if you convert to OBDI you still use your factory cable VSS. It's only if you swap your cluster for a non cable style unit ('94+ Teg cluster, etc.) that you'll need to run an electric VSS.

I don't know much about vtec but if the cable goes rigt into the tranny where will it get the signal for vtec ingagement? Thanks

With a mechanical VSS one end plugs into the VSS itself in the tranny and the other goes through the firewall and into the back of the cluster. The cluster converts the cables rotation into a pulsed signal which is then sent back down the ECU. It works the same way the newer electronic VSS's do, it just converts the signal at the cluster instead of in the VSS at the tranny. It's not something to even consider while doing the swap besides making sure the cable is plugged into the VSS and the VSS is bolted to the tranny.
