upper and lower radiator hose collapsing

upper and lower radiator hose collapsing

for some reason the upper and lower radiator hoses collapses halfway, but when i open the radiator cap the hoses expands back to normal. anyone know what causes this?? this is a b18c1 in a civic

I'm pretty sure this is caused by the valves in the radiator cap being shot. Also do you have enough coolant in the motor
