Default VAFC2 Installation problem

I just put my b18c back in my eg, and i had already hooked up my vafc2, now my question is, when i first hooked up the vafc it didnt come on with the motor out, so i figured the motor had to be put in, and all the harnesses had to be hooked up, so when i put my motor back in tonight, and hooked everything up, i tried it again, it still didnt work, the only thing is, is that i have not started the motor yet for the reason that i have to weld up my new ANR header, then put it on, and then start it, cause i wont without a header on, why is it that it wont work, do i have to have the motor started at least once before it will work, so it have some type of input from the ecu, or what, if not, or is something else wrong, PLEASE HELP!!!

Nothing comes on at all???

The VAFC gets its power and grounds from the engine wiring harness. If the circuits are not complete, it will not turn on
