Default New motor changed - advice

The short block of the motor is replaced and assembled with my old motor head. Honda says that the car needs "roading" and I should not rev higher than 4000 rpm for at least 6000 km (3700 miles) and not go to constant speed on the highway. I have already bought 3 brand new Honda before and I never had to "road" any of them or at least never requested by any Honda dealer to do so. Should I really follow the Honda dealer's directive for that long? 4000 rpm is really not much for that type of car!

Also, it seems that my car has poor performance (maybe because I do not go higher than 4000 rpm?)

Please advise.
