Default Is this normal on a 90 crx?

When i start my ignition my RPM is always above 2k-3k range and my temperture is at basically ZERO. After i let the car warm up for a little ( 15 mins ) the RPM drops below 1k . . approximately 880 rpm. but my temperture is always at ZERO. After driving for about 20-30 mins then it goes up to 20-30% . . . Is it suppose to take that long for RPM to go down to under 1k RPM? and the temperture to rise to 20-30% after 30 mins? I just got a new radiator. . still doing the same thing.
Is there something that i must change? or do?

Any answers or comments will help. Thank you

Check or replace your thermostat. Only costst about 5-10 bucks and 15-20 minutes of your time. Thermostat might be stuck open.
