Helm manual / front brake pad shims ?

My Helm manual (97 Civic EX) shows brake pad shims on the outboard pads only. Is that correct ?

well if it is in the helms i would say that that is a good reliable source to go buy. but if anyone knows otherwise......

Hmmmmm....seems odd. The 5th Generation manual shows inner and outer shims. Most other car brake sets I have seen come with 4 pads and 4 shims.
