what do you mean? like when you're rpms are going up when it gets to vtec it stops? looks like you did a swap, so did you wire everything up correctly? what do you mean the harness they used didn't work? you gotta be more specific or go into more detail.
you should gap your spark plugs, but i don't think it'll kill you if you don't.

Did you try checking your timing? Mine used to do the same thing until i checked my timing. If its not that try checking the filter in your vtec solonoid .
alright let my try to clear somethings up. as my rpms go up and i enter vtec, it cuts out like my car struggles to maintain speed like im stalling or out of gas. now it only does this sometimes. when i got the swap the wiring harness to switch from OBD to OBD1 wouldnt work so they had to do each individual wire by hand. that may be the cause but im not sure which wire could be the problem. i dont know how to gap spark plugs so if anyone could tell me how i would appreciate it. thanks everyone for your input

there's a spark plug gapper (sp?) at your local schucks/kragen or auto shop. it's like 99 cents. it's pretty self explanitory. find out the gap you need and then slide it until you got it. i'm sure the worker at the store can give you a hands on demonstration if this is unclear. usually they're pregapped to factory settings though. you can also use a feeler gauge to gap it if you have one.
i talked to my cousin last night, he has a gsr too. he said his car somewhat had the same probelm as yours. his is a 98 OBD2. what he did was just reset the ECU. i'm not sure how that helps, but it did. he said it seemed like the car had an oil problem so vtec was struggling. check your oil.
i'm guessing that might be your problem since you're saying it only happens sometime. do a full maintance and see if things are better

sounds like a fuel problem, u are not supplying the engine with enough fuel when it needs it so its struggling. check fuel pump, fuel filter.
Also, i could be that the vtec isnt getting enough oil pressure. so check oil pressure.
