Plasma Cutter Not Working

Its a Thermal Dynamics Dynapak 110.It was given to me non-functional with no clues,it just doesn't work was all I was told.What fails with these things.

Does it turn on but not create an Arc? Please give details.

my miller with integrated compressor came with the air line disconnected. check that your air supply is good.
