Default when reprimering a primered part...

Sand it down to the steel, then reprimer
or
Sand it down so there is still primer, just "fresh" primer.

Short story:hit curb, fenders fucked, bought other fenders already primered, drover a year. Install of turn markers makes it a good time to get around to painting. My question is do I sand it to the steel or just get the primer "fresh" and pre-spray a coat.

anybody...my guess is sand it down really thin leaving a litte primer....then respray a coat or 2.
