Default stutter at steady speed

alright i have a 91 hatch with a 90 ls swap.....when accelerating at more than prolly half peddal everything is good, nice strong acc. but if you try to maintaine a constant speed at any speed it stutters. my original thoughts are fuel, because i have the hatch fuel pump still i figured it didnt have enough pressure. but the other day i was reading through an old honda tunning and i saw a question about this exact problem.....honda tunnings response was that this is a common problem with a b16 swap, and the problem is the 2 o2 sensors are wired up backwards and they just need switched...they said this happens because you computer dont take o2 readings passed a certain rpm but once you stay at a constant speed it reads these sensors and they are backwards....... also for the newbie part i though my ls only had one o2 sensor? (didnt wire her myself)

alright i did things a little backwards.....i just searched and found out this info for a b16 but i didnt find anything for the ls

do a basic tune-up (plugs/wires/cap/rotor, filters etc) and check TPS voltage AND throttle cable tension.
