Default Car losing power at 3500 RPMs

OK my lil bros CRX has a JDM D15B and it was converted to OBD1..

Now here is the deal the car when is cold it runs fine and it runs as it should until redline, after it has gotten warm up a bit the car wont rev over 3500 rpms, if you turn the car on and off a few times the problem goes away, what can the problem be, he failed inspections and somebody told me that it could be the Cat Converter, but i think that it could be the ECU going into a "Limp Mode" can anybody tell me if it could be the cat converter or the ECU?? I havent checked for any codes becuase i really havent had the time to do so.. any idea.. thanks in advanced

you could have checked for codes in the time it took you to make this post. it sounds like it could be throwing a code so find out and let us know what up.

Limp mode will give a solid check engine light. That would also make it run very rich. I would almost suspect a bad ecu, because it sounds like it loses it's mind when it enters closed loop.

Could be a number of things I just put my engine in to my car and it was in limp mode too. Here are a few things we need to know.

Did you just instal engine or did you just convert and the engine was running good before hand?

Who made the obd0 - obd1 conversion harness?

Did you put the dizzy wires correct one white big one one small one

Did you have proper grounds? How about codes are you getting anything? Is the vtec getting the ground? What is it grounded to?

The swap was done at the end of July and it has been running strong ever since it was done. the problem started happening just this past weekend and i have not have no time to check the codes. as fas as the car itself when the swap was done there was a small problem with the getting the fuel pump grounded correctly other than that the swap went smooth. as far as the harness from OBD0 to OBD1 it was a premade harness which i cant really recall what brand.
