Vibration with custom wheels

Vibration with custom wheels
I have a 2004 LX. I have upgraded from the regular stock 15" wheels to custom 17" wheels. I have had two different pair and I have had them rebalanced twice. I have a ton of vibration in the steering wheel. Is there a step I'm missing when I upgrade?? Do I need additional equipment?? Thanks for your help.
