Default obd1 to obd2

Hey. There is this 96 dx hatch that I am thinking about buying. It has a 95 gsr swap. Since the swap is older than the car and the car is now obd1 instead of obd2, I highly doubt that it will pass PA inspections. My question is this: what would be the cheapest way to make it obd2 again so it would pass? Could I just wire an obd2 ecu and put in the additional o2 sensor etc? Or will that not work right? Do I need an obd2 distributor and stuff? Could I put an obd2 head(gsr or b16) with the obd2 ecu etc? Or am I better off not getting this car? I tried searching but didn't find anything useful. Thanks.
