Sizes of tires
Tire size isn't that important. It may be if you have a N/A D15 or D16, but to boost heads, 16s are fine.
Are these tires going to be used for winter driving in the snow or just summer driving? Track tires?

Well, I have a D16Y8, and I plan on keeping it n/a until I put a JR supercharger on it at a later time. I live in Phoenix, AZ, so it will be constant summer driving, even in the middle of the winter, I hate this state. I was planning on putting on some 205/50/15s, but what kind of rating can I get for those? Speed rating I mean.

Why does it matter? You shouldn't be going over 70 or so for any prolonged period of time, so unless your using them as track tires, anything over an H is just wasted.

16x7 if you wanna go Falken Azenis Sport because they make a 215/45-16.
205/40-16's work well on Civics too. Maybe Falken GRBeta FK-451's.
