Headlight relay in 95 accord?

My bro is still having headlight problems in his 95 accord ex. Driver light is out and has a very dull glow when on (almost can't see it at all) and passenger side is fine. When he switches to high beam, driver side doesn't work at all and passenger side works like it should.
Someone told him it could be the relay for the headlights. Is there a relay for the headlights? Where is it located? If I could find the relay, I could replace it for him, but I am very unfimiliar with accords and especially electrical component locations. Anyone know where it is or if it even has one? TIA

I tried just grounding it off to a good ground, but straight from the headlight itself with no success. I'm thinking of ghetto rigging the drivers side with a relay and tapping into the passenger for an on signal to turn it on. This is the last ditch effort if I can't find the relay or if there is no relay at all.
there is a relay in the fuse box under the hood, other wise it could just be a bad wire in the harness for the headlights...i sitll have to do research on mine to finds out exactly where it is...i hate wiring.

Turns out it was the FUSE!!!! We were looking at the underhood fuse box diagram the wrong way!! Damn, my bro drove like this for 6 months, hahahahahaha!!
